This system uses web service technologies. This enables enterprise client applications to communicate directly with the web services using self descriptive WSDL messages. Necessary Specifications (Ex: XML-Name Space, XML-Schema, SOAP, WS-Addressing, etc.) associate with web services are incorporated appropriately in the process. This solution provides facility to incorporate the transliteration web services in to the software for each of the government e-services projects where the names, addresses, and places are transliterated from source Language(can be Sinhala, Tamil, or English) to target language(can be Sinhala, Tamil, or English) using well defined set of rules and highly managed exception name entity dictionaries.

The Client of this project is The Information and Communication Technology Agency (ICTA) of Sri Lanka, which is the single apex body involved in ICT policy and direction for the nation. Wholly owned by the Government of Sri Lanka, ICTA is the implementing organization of the e-Sri Lanka Initiative ICTA has identified the enabling of ICT in local languages, Sinhala and Tamil, as priority area in the e-Sri Lanka development initiative. ICTA has defined projects where Government organizations are expected to hold list of local names, addresses and places, in database in Sinhala, Tamil and English. When names are input in one language it is necessary to give such names in another alphabet.

ICTA intended to engage Science Land to create and implement interoperable transliteration software to transliterate as follows, taking into account the usage patterns and rules for handling names used in Sri Lanka;

• From Sinhala to English
• From Sinhala to Tamil
• From Tamil to English
• From Tamil to Sinhala
• From English to Sinhala
• From English to Tamil

The issue of the spelling-variants used in local names, and how they may be transliterated to/from the three languages has been very carefully taken into consideration. As stated above unacceptable spelling may have serious sociological consequences.

This solution is built on the Service Oriented Architecture (SOA) with the Unified Process as the software engineering process framework. It followed software development industry best practices and the standards of Lanka interoperability Framework (LIFe) and National Enterprise Architecture (NEA). And also the SLS standards for the Sinhala and Tamil character code for Information Interchange have been implemented successfully in the solution.

All software development phases of the project have been completed successfully with necessary phase completion outputs and documentations.

These includes comprehensive Project Plan, Test Plans , Functional Specification, Inception Report, Use Cases, Detail Architecture Document, Class Diagrams, Sequence Diagrams, Database design and deployment diagram, User Guide, and etc..

We have presented the progress of the project to the Software Architecture Group of Experts (SAGE) of ICTA at the end of each phase and we have been working closely with the SAGE team.

The source code of this transliteration software is licensed under the GNU General Public License (GPL) version 3

And also this is a SILVER awarded software in the category of Research & Developments at the National Best Quality Software Awards 2008 of British Computer Society and it had been nominated to Asia Pacific ICT Awards 2008 in Indonesia.

“Localization of Windows Vista and Office 2007” for Information and Communication Technology Agency (ICTA) of Sri Lanka and Microsoft Corporation

This localization project was a joint effort of Science Land and University of Colombo School of Computing as the phase 2 of an ICTA project for which ICTA has signed a contract with Microsoft on the localization of Windows Vista and Office, termed Language Interface Pack (LIP) project and met its targets without any delay. Even this made an excitement to Microsoft as they hadn’t expected this kind of result from a third world country like Sri Lanka.

Mobile application projects for Mobitel (Pvt.) Ltd. – Sri Lanka

We have introduced Sri Lanka’s first Sinhala language WAP site & mobile Web Browser for Mobitel (Pvt.) Ltd. (Leading mobile operator in Sri Lanka, earlier owned by NTT of Japan). Sinhala language is not yet supported by the firmware of Mobile phones. This has imposed a burden in using Sinhala content in Mobile Phones. In order to overcome this burden, we developed the first Sinhala supported WAP browser for Mobile Phones. This was completely developed in J2ME (JAVA 2 Micro Edition). Our in depth experience in Mobile Application is evidenced by this innovative application. This application was awarded the BRONZE during the National Best Quality Software Award 2005 which was organized by the Sri Lankan Chapter of British Computer Society.

Introduced Sinhala/Tamil SMS application (J2ME) for Mobile Phones: - Sri Lankans are facing difficulties of sending Sinhala and Tamil language SMSs because Sinhala and Tamil languages (official local languages) are not supported by Mobile phones. We developed a J2ME Application to overcome this burden. Once this application is downloaded into the mobile phone, user can send SMSs in Sinhala, Tamil or English languages. This was released to the mobile users via Mobitel (Pvt.) Ltd.

We have developed a Mobile Dictionary Application which enable user to type a word in Sinhala and search for English translation or vice versa. This application connects to the Sever via HTTP connection to get the appropriate translated word. This is also developed in J2ME. This J2ME application was released to the Mobile Users via Mobitel (Pvt.) Ltd.

We have also developed a complete Classified Advertising WAP portal and it’s back end language support system , for Mobitel (Pvt.) Ltd. to show content in Sinhala language. This complete application consists;

o Server Side image processing engine to generate Sinhala content as set of images. (Because Sinhala language is not supported by the Mobile Phones)

o Web server application in PHP to serve the request from the mobile WAP browsers.
